    Achieving Green and Healthy Homes and Communities in America

    In the Fall of 2010, the National Coalition to End Childhood Lead Poisioning contracted with the National Academy to develop and execute an online dialogue that would examine ways to increase the health, safety, and energy efficiency of low- to moderate-income homes. Since 1999, the National Coalition had worked to improve low- to moderate-income housing through the support and execution of home interventions that addressed multiple issues within a home at one time; an approach that often did not align with other traditional, single-issue housing assistance programs. By 2010, the National Coalition had taken on the leadership of the Green and Healthy Homes Initiative, a public-private partnership focused on integrating funding streams to improve low- to middle-income homes across the country.With plans to expand the GHHI's operations, the National Coalition partnered with the National Academy to conduct the National Dialogue on Green and Healthy Homes, a collaborative online dailogue in which participants were asked to identify challenges to, and innovative practices for, improving the health, safety and energy-efficiency of low- to moderate- income homes. The Dialogue was live from November 4-November 22, 2010, and collected 100 hundred ideas and 362 comments from 320 registered users. Over the course of its two and a half week duration, the Dialogue received more than 2,500 visits from over 1,100 people in 48 states and territories. Key FindingsBy reviewing the feedback received in the Dialogue, the Panel was able to make a number of recommendations on how the green and healthy homes community of practice could increase the health, safety and energy efficiency of homes across the country. These recommendations included: Conduct an evaluation of current housing standards to determine if they meet the Nation's health, safety, and energy efficiency needs; Develop a tiered performance standard for healthy, safe and energy efficient homes; Group government funding streams to better align programs with the comprehensive intervention approach; Develop a long-term funding strategy to support efforts after Recovery Act funding ends; and Educate government decisionmakers and the public on the importance of developing green and healthy homes and communities, and the work that supports that development

    Teacher Induction Programs in North Carolina: Factors Relating to Job Satisfaction and the Intent to Remain in the Profession

    Attrition rates continue to rise for beginning teachers. It is alarming that almost half of all new teachers leave the profession within their first 5 years. The “revolving door” that is created negatively affects student achievement. The most common solution to decreasing teacher turnover rates is implementing a comprehensive new teacher induction program. Comprehensive induction programs are designed to increase teacher efficacy, promote quality professional development, and facilitate a collaborative work environment among teachers (Alliance for Excellent Education, 2004). The purpose of this quantitative study was to examine beginning teacher induction programs in the state of North Carolina and the factors of those programs that positively contribute to teacher job satisfaction and the intention to remain in the profession as perceived by beginning teachers. Surveys were distributed to beginning teachers in 3 North Carolina school districts who were in their first, second, or third year of teaching during the 2011-2012 school year and who were still employed by their respective school district at the time of the study. Data collected focused on individual components of the induction programs, job satisfaction, and intention to remain in the profession. Pearson correlations and single sample t tests were performed to analyze the data. The results of this study found that isolated components do not positively contribute to job satisfaction, but overall satisfaction with the induction program do predict the intent to remain in the profession

    Review of operational aspects of initial experiments utilizing the U.S. MLS

    An exercise to support the Federal Aviation Administration in demonstrating the U.S. candidate for an international microwave landing system (MLS) was conducted by NASA. During this demonstration the MLS was utilized to provide the TCV Boeing 737 research airplane with guidance for automatic control during transition from conventional RNAV to MLS RNAV in curved, descending flight; flare; touchdown; and roll-out. Flight profiles, system configuration, displays, and operating procedures used in the demonstration are described, and preliminary results of flight data analysis are discussed. Recent experiences with manually controlled flight in the NAFEC MLS environment are also discussed. The demonstration shows that in automatic three-dimensional flight, the volumetric signal coverage of the MLS can be exploited to enable a commercial carrier class airplane to perform complex curved, descending paths with precision turns into short final approaches terminating in landing and roll-out, even when subjected to strong and gusty tail and cross wind components and severe wind shear

    Engineering tyrosine-based electron flow pathways in proteins: The case of aplysia myoglobin

    Tyrosine residues can act as redox cofactors that provide an electron transfer ("hole-hopping") route that enhances the rate of ferryl heme iron reduction by externally added reductants, for example, ascorbate. Aplysia fasciata myoglobin, having no naturally occurring tyrosines but 15 phenylalanines that can be selectively mutated to tyrosine residues, provides an ideal protein with which to study such through-protein electron transfer pathways and ways to manipulate them. Two surface exposed phenylalanines that are close to the heme have been mutated to tyrosines (F42Y, F98Y). In both of these, the rate of ferryl heme reduction increased by up to 3 orders of magnitude. This result cannot be explained in terms of distance or redox potential change between donor and acceptor but indicates that tyrosines, by virtue of their ability to form radicals, act as redox cofactors in a new pathway. The mechanism is discussed in terms of the Marcus theory and the specific protonation/deprotonation states of the oxoferryl iron and tyrosine. Tyrosine radicals have been observed and quantified by EPR spectroscopy in both mutants, consistent with the proposed mechanism. The location of each radical is unambiguous and allows us to validate theoretical methods that assign radical location on the basis of EPR hyperfine structure. Mutation to tyrosine decreases the lipid peroxidase activity of this myoglobin in the presence of low concentrations of reductant, and the possibility of decreasing the intrinsic toxicity of hemoglobin by introduction of these pathways is discussed. © 2012 American Chemical Society

    The National Dialogue on the Quadrennial Homeland Security Review

    Six years after its creation, the Department of Homeland Security (DHS) undertook the first Quadrennial Homeland Security Review (QHSR) to inform the design and implementation of actions to ensure the safety of the United States and its citizens. This review, mandated by the Implementing the 9/11 Commission Recommendations Act of 2007, represents the first comprehensive examination of the homeland security strategy of the nation. The QHSR includes recommendations addressing the long-term strategy and priorities of the nation for homeland security and guidance on the programs, assets, capabilities, budget, policies, and authorities of the department.Rather than set policy internally and implement it in a top-down fashion, DHS undertook the QHSR in a new and innovative way by engaging tens of thousands of stakeholders and soliciting their ideas and comments at the outset of the process. Through a series of three-week-long, web-based discussions, stakeholders reviewed materials developed by DHS study groups, submitted and discussed their own ideas and priorities, and rated or "tagged" others' feedback to surface the most relevant ideas and important themes deserving further consideration.Key FindingsThe recommendations included: (1) DHS should enhance its capacity for coordinating stakeholder engagement and consultation efforts across its component agencies, (2) DHS and other agencies should create special procurement and contracting guidance for acquisitions that involve creating or hosting such web-based engagement platforms as the National Dialogue, and (3) DHS should begin future stakeholder engagements by crafting quantitative metrics or indicators to measure such outcomes as transparency, community-building, and capacity

    A National Dialogue on Health Information Technology and Privacy

    Increasingly, government leaders recognize that solving the complex problems facing America today will require more than simply keeping citizens informed. Meeting challenges like rising health care costs, climate change and energy independence requires increased level of collaboration. Traditionally, government agencies have operated in silos -- separated not only from citizens, but from each other, as well. Nevertheless, some have begun to reach across and outside of government to access the collective brainpower of organizations, stakeholders and individuals.The National Dialogue on Health Information Technology and Privacy was one such initiative. It was conceived by leaders in government who sought to demonstrate that it is not only possible, but beneficial and economical, to engage openly and broadly on an issue that is both national in scope and deeply relevant to the everyday lives of citizens. The results of this first-of-its-kind online event are captured in this report, together with important lessons learned along the way.This report served as a call to action. On his first full day in office, President Obama put government on notice that this new, more collaborative model can no longer be confined to the efforts of early adopters. He called upon every executive department and agency to "harness new technology" and make government "transparent, participatory, and collaborative." Government is quickly transitioning to a new generation of managers and leaders, for whom online collaboration is not a new frontier but a fact of everyday life. We owe it to them -- and the citizens we serve -- to recognize and embrace the myriad tools available to fulfill the promise of good government in the 21st Century.Key FindingsThe Panel recommended that the Administration give stakeholders the opportunity to further participate in the discussion of heath IT and privacy through broader outreach and by helping the public to understand the value of a person-centered view of healthcare information technology

    Six alien defendants were convicted under a federal statute for knowingly making false statements before United States consular officials abroad in order to procure nonquota immigrant visas. Their motion to dismiss this count on the ground that the district court lacked jurisdiction to indict and try aliens for crimes committed outside the territorial limits of the United States was denied. On appeal, held, affirmed. As a necessary incident to its sovereignty, the United States is competent to punish aliens apprehended within the United States for acts against its sovereignty committed outside the country.     Activity Recognition and Prediction in Real Homes

    In this paper, we present work in progress on activity recognition and prediction in real homes using either binary sensor data or depth video data. We present our field trial and set-up for collecting and storing the data, our methods, and our current results. We compare the accuracy of predicting the next binary sensor event using probabilistic methods and Long Short-Term Memory (LSTM) networks, include the time information to improve prediction accuracy, as well as predict both the next sensor event and its mean time of occurrence using one LSTM model. We investigate transfer learning between apartments and show that it is possible to pre-train the model with data from other apartments and achieve good accuracy in a new apartment straight away. In addition, we present preliminary results from activity recognition using low-resolution depth video data from seven apartments, and classify four activities - no movement, standing up, sitting down, and TV interaction - by using a relatively simple processing method where we apply an Infinite Impulse Response (IIR) filter to extract movements from the frames prior to feeding them to a convolutional LSTM network for the classification.Comment: 12 pages, Symposium of the Norwegian AI Society NAIS 201

    Willingness to Protest over Resource Extraction in Latin America

    Protests over resource extraction have increased in Latin America in recent years. However, significant variation exists in the region in terms of citizen’s willingness to protest against resource extraction. We argue that this variation is based on the interaction of factors at both the individual and state levels. Individual-level characteristics, such as social engagement, influence the likelihood of protest activity. State-level characteristics, such as the quality of governance, also present opportunities for engaged individuals to challenge resource extraction. Following political mediation theory, we argue that collective action strategies are likely to be more productive in some political contexts than in others. Thus socially engaged citizens in high quality governance environments are more willing to participate in protests over resource extraction vis-a-vis their counterparts in low-quality governance settings. We utilize survey data and state-level governance data across Latin America to determine why some individuals are willing to demonstrate against resource extraction while others are not
